Estate Modernisation Procurement

In January 2020 the Trust announced STEP as the Master Developer to deliver the regeneration of the Springfield hospital site and deliver the two new buildings as part of the Estate Modernisation Programme.  

STEP stands for Springfield and Tolworth Estate Partnership and is a 50/50 partnership with Sir Robert McAlpine Capital Ventures Ltd and Kajima Partnership. 

Selection of a development partner

The procurement process for the Trust’s multi-million pound programme to build modern mental health facilities at Springfield University Hospital and Tolworth Hospital was completed in early 2020.

The Trust appointed the Springfield and Tolworth Estate Partnership (STEP), a 50/50 partnership between Kajima Partnerships and Sir Robert McAlpine Capital Ventures as the Master Developer. 

Early Works on infrastructure elements commenced in December 2018 and the main hospital works followed in January 2020. Works are well underway and the facilities are on track to be delivered in late 2022.

The Master Developer STEP appointed Sir Robert McAlpine (SRM) as their construction partner. SRM now appoint their sub-contractors and carry out the procurement through their own supply chain as needed.

Appointment of advisers

The Trust previously appointed key advisers, procured using our governance processes and as a result of competitive tender, and as a result are not looking for any more advice or advisers to guide this programme.
